Background and Rationale

Education is not a privilege - it is a right and a public responsibility. Yet millions of learners in Bangladesh and across the Global South continue to face barriers to quality, inclusive, and equitable education.

The Education Right Parliament (ERP) emerges as a non-partisan, civic-driven policy and advocacy forum that bridges research, policy, and public dialogue. ERP acts as a "parliament" in spirit — a platform where diverse voices debate, deliberate, and design pathways for ensuring education as a human right and a national priority.

Why ERP Was Formed

  • To address the persistent gaps in education policy implementation
  • To create a platform for multi-stakeholder dialogue on education reform
  • To ensure youth participation in education policy formulation
  • To advocate for education as a fundamental human right
  • To bridge the gap between research, policy, and practice

Connection to Global Movement

ERP is part of the broader national and global right-to-education movement, aligned with international frameworks such as:

  • • UNESCO's Education 2030 Framework
  • • UN Sustainable Development Goal 4 (Quality Education)
  • • The Universal Declaration of Human Rights
  • • The Convention on the Rights of the Child
"Education is not only a promise but a practiced right. By bringing together research, policy, and public participation under one inclusive platform, ERP aims to redefine education governance as a collaborative social contract between the state and its citizens."
